Perceptual Vigilance was founded by a collective of experienced law enforcement and military professionals, united by a critical observation: firearm attacks on faith-based organizations were on the rise across America. Recognizing the urgent need for specialized training and enhanced physical readiness to counteract these threats, our company was established to address these challenges head-on. Since then, we have expanded our scope, continually adapting and evolving our training portfolio to meet and exceed the dynamic demands of security and defense.

Our distinguished cadre of instructors comes from a diverse range of elite law enforcement, military, and tactical operations backgrounds. Each instructor is meticulously selected for their extensive real-world experience, hands-on operational knowledge, and proven expertise in high-stakes environments. Their backgrounds include specialized training in critical incident response, advanced tactical strategies, protective services, and elite security operations. PREPARE?

30+ years leadership in Law Enforcement as police officer, deputy, and state trooper (Lieutenant) which he oversaw border operations, personnel, and assets as the JOIC Commander in the Marfa Sector. Matt was responsible for field activities, technical duties, office management, staff supervisory and limited administrative duties in an assigned geographical area of the Department of Public Safety. He supervised 60 commissioned personnel in their activities, including both line and staff functions to achieve efficient operation of the district. Work involved giving administrative assistance to superiors, staff services and specialized services, and supervising line operations and budgets in a sub district. Matt was the Lead Patrol Procedures instructor and taught in the Department of Public Safety academy for 11 years.
 

After retirement, Matt went to work for a Fortune 300 Department of Defense contractor responsible for multi-million-dollar worldwide security measures. Initiated the organization’s first Executive Protection Program for leadership team and implemented Active Shooter training where 5,000 employees have attended. Coordinated mass notification system for emergencies and assembled first travel advisory, notification and tracking system for travel to high threat regions. Designed first Security and Emergency Operations Center for domestic and international response, threats, and mitigation of threats and emergencies. Facility Security Officer, Industrial Security, and Fire Chief responsibilities.

LtCol M. S. Casey (USMC, Ret.)

LtCol Casey is a highly experienced security and leader with over two decades of military service in complex operational environments. Originally from Amarillo, TX, he began his leadership journey in high school as a Marine Corps Junior ROTC (MCJROTC) cadet before earning his B.S. in Education from West Texas A&M on an NCAA rifle scholarship. Commissioned in 1991 through the Marine Corps Platoon Leaders Class program, he attended The Basic School and later specialized as a Field Artillery Officer.

Throughout his 21-year Marine Corps career, LtCol Casey served in multiple command and operational roles, leading teams in high-stakes environments across the globe. His extensive experience includes:

  • Combat & Operational Leadership – Command and staff roles in the First Marine Division, Third Marine Division, and Marine Expeditionary Units, with deployments to Somalia and Iraq. He led security operations, coordinated multinational forces, and advised foreign military units on border security and counterinsurgency operations.
  • Strategic Recruiting & Training – Recognized as the Marine Corps Officer Selection Officer of the Year for two consecutive years and later led Marine Corps Officer Recruiting nationwide. His expertise in personnel assessment, training, and development ensures a deep understanding of leadership selection and talent acquisition.
  • Military Police & Security Operations – Executive Officer of Task Force Military Police during Operation Iraqi Freedom, overseeing force protection, convoy security, and detainee operations in high-threat environments.
  • Logistics & Crisis Response – Oversaw logistics and planning for expeditionary and humanitarian missions, including border security operations and military law enforcement support.

Following his retirement in 2012, LtCol Casey transitioned his leadership skills to education. As a Senior Marine Instructor for a nationally recognized high school MCJROTC program, he has shaped future leaders while serving as an adjunct professor for the Marine Corps Command and Staff College Distance Education Program. Additionally, he is the Civilian Marksmanship Program State Director, applying his expertise in marksmanship training and firearm safety at the state and national level.

LtCol Casey’s distinguished military service has been recognized with numerous awards, including the Bronze Star, Meritorious Service Medal (4th award), Navy/Marine Corps Commendation Medal (2nd award), Navy/Marine Corps Achievement Medal, Army Achievement Medal, Combat Action Ribbon, and the Outstanding Volunteer Service Medal.

As a security expert advisor, Lt Col Casey brings unparalleled experience in operational planning, leadership development, security risk assessment, and crisis management. His deep understanding of military strategy, personnel training, and risk mitigation makes him a trusted resource for organizations seeking expertise in security operations, leadership, and strategic planning.

Todd Bolt is currently an Executive Pastor of TFAC [Trinity Fellowship Association of Churches] where he provides Strategic Planning facilitation, leadership development, executive coaching, and connection to all member churches as well as, international partner ministries.  

Todd holds a Business Administration degree and a Master’s degree in Church Ministries. Todd served as the Executive Pastor in two mega-multisite churches.  Over the past 30 years, Todd has served in the areas of Senior and Executive staff leadership, management and coaching, multisite campus development, strategic planning, as well as change management. He has obtained this experience from serving church ministries, 501[c]3 non-profits, small business startups, a Fortune 500 company and the pharmaceutical industry.

Todd has been married to his wife, Lisa, for 34 years, and has two children, Tyler and Brittany and a son-in-law, Connor, as well as a grandson Lincoln.
